Yet we cannot find much fault with Otsego County's 2010 budget, which was the result of much wrangling and numbercrunching by the county board and the county treasurer's office.

A final tally of votes Tuesday in the race between Crowell, a Democrat, and Republican Edward Keator Jr. show Crowell winning the race, 6,305 votes to 6,149 votes. Otsego County Sheriff Richard Devlin Jr. and James Powers, chairman of the Otsego County Board of Representatives, are locked in a battle over Otsego County's $114,755,638 tentative budget. That spending plan, filed this week by Treasurer Myrna Thayne, calls for increasing the property tax levy by 11.11 percent. It also provides for reducing the sheriff's workforce by three of 18 deputies and sergeants, and six of 45 corrections officers _ cuts that Devlin has called irresponsible.

Otsego County Treasurer Myrna Thayne has filed a tentative 2010 county budget that calls for increasing the property-tax levy by $1,148,718, or 11.11 percent. In the current budget year, the tax levy was $10,343,089. For next year, as the tentative budget stands, it will be $11,491,718.

The unofficial margin in the Otsego County treasurer's race grew again Monday as the Otsego County Board of Elections rechecked results, preparing to make them official. As of Monday afternoon, Democrat Daniel Crowell led Republican Edward Keator Jr. by 153 votes, 6,302 to 6,149, according to Cindy Jarvis, the county's Democratic deputy elections commissioner. Democrat Daniel Crowell has apparently won the Otsego County Treasurer's race, defeating Republican Edward Keator Jr. of Oneonta by 140 votes, 6,302 to 6,162. Results will not become official until Tuesday, according to Lori Lehenbauer, the county's deputy Republican elections commissioner. "Monday is the last day we can receive military ballots, so we can't declare anything officially until after we receive Monday's mail," she said.

Only five votes separated Otsego County's treasurer candidates in unofficial results released Tuesday night by the Otsego County Board of Elections. With all 57 districts reporting, Democrat Daniel Crowell of Middlefield had 5,869 votes to Edward Keator Jr.'s 5,864. Keator lives in West Oneonta.
